Anime Music Videos

I am going to make an anime music video but I hate windows movie maker because it sucks. What suggestions are good for making an AMV. I need a program that can cut out parts take out all the sound in the original cut part and that it can add music to it. Thanks in advance.

Adobe Premiere is the best, but it's rather expensive.
