This is the sentence you're looking for.
Fusaku, "ナルトは先代を超えたようじゃのう。。。 Fukasaku: Naruto has surpassed his predecessors/the previous generation. My opinion: Naruto's taken Sage Mode further than Jiraiya ever did, and disregarding the fact that Yoda didn't know about FRS, he perfected Rasengan, something Minato himself has never been able to accomplish. So yes, Naruto has "surpassed his predecessors". That said, the sentence is way too vague to be taken as a statement of Naruto's actual power level and no amount of alternate translation is gonna change that.
