"Sannin" means "3 people."

Every time Jiraiya is referred to as a Sannin, it is confirming the fact that each of the sannin have equal reputation.

Stop being biased guys, it was stated by Kishi the Sannins are equal and follow the Orochimaru > Jiraiya > Tsunade > Orochimaru logic.

Orochimaru RAPED Sarutobi: forget anime filler, that fight was OVER once Edo Tensei came out. Reread the manga. He had severely outclassed Saru.

And Jiraiya's the only Sannin we've seen take on an opponent as strong as he was seriously and non-gimped. Of course we saw more from him.

We have never seen Tsunade or Oro going all out. Even against Sarutobi the Sannin was just playing around to make his sensei suffer and that almost costed his life.

Whether or not we find someones techniques impressive is really a matter of opinion. For me his Body Snatching makes him weaker in my eyes. He depended on getting new bodies because he's spent so much time ruining his old ones with experiments. His immortality is something that Madara and Kakuzu seem to have mastered as well, so it's not something that I find that impressive anymore. All in all, I just find Jiraiya's hermit mode and it's abilities more impressive than what Oro has shown.

The only reason anybody even knows anything about the Sannin Three, is because of the power and strength Orochimaru posessed.

He was going to be Hokage.

He was known.

Jiraiya got famous being on his team.

The only thing you should remember Jiraiya for, is his Failures.

He is a Self Proclaimed Failure, yet you think he's the greatest of the Sannin. He had no goals, and no ambitions. He doesn't rely on his own strength, he relies on the strength of his students.

He's pathetic.

The comparison between these two generations are undeniable, so who says naruto would be the first. Even Oro during that fight said that the only reason why Jiraiya was training him was because he reminded him of himself. He believed that the will to never give up surpassed natural inborn talent. This is what he seem to believe about himself as well.
