I think you guys overestimated Bijuu Level and Term way too much..It is not like I against you guys but...

I mean, ya know, Almost all Bijuu and Jinchuriki got owned off-screen in this manga....They are like a fodder to hype certain character.

So, I think that using a "Bijuu Level" to classified a character ability/strength isnt a good idea or accurate .

We need a better "term" or "rank" for those powerful character..

Not all uchiha can control bijuu. And its true konoha thought they were involved. However, the means of power of a uchiha is that of a chuunin level imo. Neji isn't Bjiuu level, he's jounin as sated by manga

Neither is Gai, gates doesn't equal bjiuu level

Yamato is a jounin with a unqiue gift and a clone hardly bjiuu level.

Kisame though is of course Bjiuu level

Why Itachi fits Mootz's definition of Bijuu Level

Chakra:

Itachi fights with his Sharingan on all the time. We know this is a chakra-intensive Bloodline Limit. On top of this, he has shown that he is capable of using Mangekyou Sharingan four times in a single fight, another incredibly chakra-intensive technique, as well as a plethora of Genjutsu. His chakra is definitely impressive.

He can also manipulate people's chakra systems (and their entire sensory system) via Genjutsu. So on both counts, he has the Chakra abilities of a Bijuu Level.

Interaction:

Well, Kisame and Orochimaru directly admits inferiority to him, he's stood toe-to-toe with Jiraiya, beaten Orochimaru and Deidara in moments... And as of the latest chapter, it's revealed that he chose not to fight Gai because he didn't ever have the intention of killing Konoha shinobi for no good reason. He's fully capable of smashing Gai, even if they do not maintain eye contact, all he needs is a finger.

Attitude:

This guy basically fucked around with his little brother's life from childhood, and pre-empted or chose every decision he made for (depending on who you believe):

a) the sole purpose of ripping out his eyes to become the strongest Uchiha ever.

b) the sole purpose of making Sasuke strong enough to rebuild the Uchiha legacy.

Conclusion:

Itachi has the Chakra, the attitude and the abilities to make him, according to Mootz, a Bijuu-level.
