Its not the volts that kill you, its the amps (current). Static electricity generated from your finder after rubbing your feat against the carpet is 10,000 volts, the current is just really tiny.

Team Rocket survives shocks constantly, so do several water pokemon. Choji, Shikamaru, Neji, Lee, Naruto, Sasuke, and Kakashi all have a high chance to beat Pikachu.

So, since nothing else has been stated...I'm going to go with SSBB feats, since the OP said all games feats.

That means the thing can tank punches and attacks moving at 50k mph.

And then we include the thing it did to Ridley in the Subspace Emissary...

I'd say it could do pretty well here.

All games are included, so yeah SSBB feats as well. Also, that's why I used Pikachu not Raichu, because Pikachu has had a much broader range of appearances and media than Raichu (though if Pikachu is too overwhelmed then like in I stated in the OP he gets all attacks that would be learnable by him in any of his evolutionary stages).

Ash survives brief exposure to Charizards flames. Time is a factor in overall heat and it takes more time than what Ash has been exposed to for Charizard to melt a boulder with his flames. Not that Ash is ever in what you would call perfect condition afterwards.

Pikachu and his SSBB feats shou8ld be enough for this, since he managed to bring down that lizard Samus had been fighting with her insane tech for so long.

Not to mention how the thing actually managed to react to Samus moving around, even in her suit, which moves at mach speed with ease...
