Made this since it's been asked many times.
And methods may vary, but this is mine ^^

It won't let me rasterize. :(

OK, you seem to have older version of photoshop *points at how my thingy has a mask in there* ... so skip the rasterizing cos it's already rasterized .. i think ^^
try this;
Use the Rounded Rectangle Tool and make sure you select "Paths" under the File, Edit, Image, Layer, filters, etc. stuff and then draw the rounded shape over the image you want to make rounded borders, after that right click and select "Make selction", copy and paste it into a new document and there you go. =]

Hmm... there's the selection right? And the selected layer @ layers tool is selected? Well, then .. press the delete button and the selected area gets erased just like that ^^
It won't let me rasterize. :S
With old PS it's already rasterized by default ^^

Just in reply to this, if you dont have an old version of Photoshop (like me), or chauron's explanation doesn't work, then it might be that you have the wrong sub-tool selected.
When you click on the Rounded Rectangle Tool, in the top left it will come up with the following box (with a whole lot of other stuff to the right of it, but thats not important) :

Now, depending on which of these you choose, you could encounter the whole No Shape/No Rasterize problem again or you could end up with this in your layer box :

To cut things short, you want the first (pictured above), the New Shape Layer. It's pretty self-explanatory, it creates a new layer for your selection, and then you can go on to do chaurons l33t rounded thingy.

Just so you know, the second is the New Work Path, and you would normally use it when you want to manipulate lines, create anchor points, something much more suited to the Pen tool.

I really appreciate this tutorial Oceanrain. I was wanting to make rounded borders, as I was getting bored with the regular square borders. I tried this technique from another tutorial and it didn't work, but yours was perfect.
Here is something I worked up:

I tried the other tut and it ain't workin. Then I saw this one and gave it a go. At fist I thought that the part where it was supposed to be deleted wasn't deleted. Then I just figured it out that the main stock wasn't in invisible mode. Then I unclicked it and horay! It was ROUNDED! >xDDD

Merged layer is the layer on top of the one you had selected.. It works on anything. O.o
