Cloud is enough, we assume he has materia so he can use powerfull magic and summons plus his limit breaks are not be to taken lightly. Plus if there are any trouble Tifa can back him up and that's DEF ENDGAME.

I think that Train alone could take this. Train is a guy who blocks bullets with his gun with no effort. Even if train alone can't win he has support which is more than enough.

Cloud blocks bullets with his sword, and seemed to block one with his glasses at the beginning of Advent Children (not that he can't take a bullet anyways). Furthermore if he has the right Materia then the Naruto group has to kill him multiple times, and each time they do the Phoenix will set them on fire. And if he decides to use Knights of the Round, things will be over in seconds....or at least as long as the Knights decide to kick around the dead bodies (which is something they seem fond of).

Tsunade and co don't stand a chance. They'll be going up against guys who slaughtered Shinra's army, not to mention other foes that make the villains of Naruto look weak in comparison.

If Cloud or Tifa equip a heal materia then they are suddenly a better healer than Tsunade, not to mention they have materia that bring people back to life.
