15-16 can't be average. I lost my virginity when I was 18 on prom night (I'm a guy, she was also 18 and a virgin).

But in any case, I don't think that any of the "rookie fifteen" have yet lost their virginity. For one, I would hate to have to deal with the ninja parents of any kunoichi that I had shagged. Also, I somehow get the idea that Tsunade does not approve of premarital sex between her chunin, and pretty much all of Konoha lives in fear of her wrath, right?
