Well, if we look only at Z and maybe a bit of GT, then I'd give this to Pan, due to the generation-based and time-based power inflation.

But if we look at the GT movie with old Pan, then I'd say WW.

Actually I believe it was stated in Daizenshuu # 7 that Pan cannot go SSJ due to the Saiyan blood in her being too diluted. However, if you take DBGT as canon this is contridicted because Goku Jr. and Vegita Jr. go SSJ even though there blood is waaaay more diluted. So it really depends if we are includeing non-canon material in this fight or not.
