moumoku means blindness (the physical incapacity)
moujin means blind person
But if you are gonna use it for Itachi (Blind Itachi) you can use Moumoku no Itachi

I guess adding the no makes it seem like his title literaly "Itachi of Blindness" but not having it makes it sound like it's his name "Blind Itachi", and it also sounds less jumbled.
I guess it's a pun on the fact that if he were blind, he'd be a useless Uchiha. Plus it's his username.

i take it by the topic you want to know in other languages also, blind=blind in swedish ^_^ diffrent pronouncation though ^_^

Blind='sokea' in Finnish - 'Sokea Itachi'/'Sokea Lumikko'. Oh, and blindess='sokeus'. ("You spell it the way you write it." .. Well, atleast if you happen to speak Finnish.)
