Raizen,he was even above Mukuro and Yomi in terms of power.

Xellos magic gives him the advantage, he'll win most encounters IMO.

I think Xellos takes this. He seems to be more powerful and as Bullet said his magic gives him an advantage. Besides he is no slowpoke, so Raizen wouldn't be able to beat him relying on superior speed - at all.

Xellos is after all second in power only to the four mazokou generals, and defeated 1000 golden dragons in one spell.
