I believe what the translator means by "and Franky" is that Franky is crying as well. English isn't ocean's (the translator) first language so sometimes his wording can be a little difficult to decipher like that :P

I dunno... if that hand is made out of sand, that means his powers aren't being restricted by sea stone like you would assume. And if that's the case... why not just become sand and slip through the bars? I'm guessing instead this means the hook was just a quirky little detachable weapon. Croc's cool like that.

Great chapter, Sogeking burning the World Government flag with "Kabuto" and the last page were definitely awesome. Lucci, Luffy, and Zoro's experssions were great, you can obviously tell who are most looking forward to fighting...
