it depends on how acute Tetsuo's control is. assuming he has control over his powers and body, i'd say he can win.

You know what. I think God Like Cable stands a chance against manga Tetsuo.
I really doubt he would be overly dominated even by the uber Tetsuo.

But for now I think the match is to close to call. Ill sit back and wait to see what other ppl think.
