The Navy in One Piece..

Hey, I am a bit confused among the rankings in One Piece. Is Sengoku one of the three admirals or is he even higher? and just who is "Dai Buddha" zang - in the captions they say he is Navy Headquarter Commander General (chapter 234, page 4). Is he of higher ranking than the admirals? Was sengoku ever shown in the manga?

Sengoku = Dai Buddha. Some translations called him Zango. Just compare 234 with 396 and you'll see it's the same guy. He is the highest ranking person in the entire navy.

He is a level above the three admirals.
