There is a program called Adobe ImageReady that you can use... but I don't know how to use it. :P

i got it with Photoshop CS2
Yeah, Image Ready works, but I find that animating everything one frame at a time is a nuiscance. Use Macromedia Flash (MX is the newest version). You can create something cartoony, realistic, or whatever.
i use Jasc Animation Shop 3. Its very basic and its only around $30 to buy. I'm not sure if its still on sell though. O.o

Actually, you don't have to animate everything 1 frame at a time. You can use the shif button and choose all the frames you wanna do. For animation, I first use VirtualDub and then I use Adobe ImageReady. And if you wanna put it in a sig you can use Adobe Photoshop as well.

I got the program when I installed Adobe Photoshop 6. I think its an add-on.
