Flame of Recca people are far more powerful then in the Naruto world, but there arnt as many truely powerful people in the Flame of Recca world as there is the Naruto world. In Naruto there are like half a dozen huge villages with a Kage and tons of Jounin level ninja. Then there are rouges like Akatsuki with a ton of Kage level ninja. The Naruto verse might be able to win by sheer numbers.
