I'm still pretty new to coloring and I'm not sure how to color the skirt and boots of this pic. (left panel). Can anybody teach me how? I would appretiate it.

Aww man, I thought you meant by hand. Sorry, can't help you there with Illustrator/Photoshop. If it was color pencil I probably could. :D

Haha. I usually use this to color black areas like her skirt and boots.

It's a really good tutorial, but um... if that doesn't help then:
1. First open up the file on the program you want to use (Adobe Photoshop, GIMP, PaintShopPro, etc.)
2. Then use your default colors and brush over the areas you want to get rid of with white. (You might have to retrace the lineart too).
3. When you have that finished, set your go to Image > RGB Color, make a copy of the lineart. Select the copy of the lineart and set it to Multiply.
4. Make a layer between the copy and the original lineart.
5. Start coloring.
**It'll be really time consuming to clean up all the black though**
