Hello i was wondering 3 things

A) what is the best program for colouring in anime pictures?

B) Whats the best drawing program period?

c)how do you add little animations into photoshop? if u can?

A) There is no best program for that sort of thing. But the best method to solve this: try out a few trial versions of each independant software and see which one you feel most comfortable using.

B) ^ same as above .n___n.

C) You mean animated gifs? ImageReady (part of the Adobe Suite) and other like-software can handle that sort of thing.
