I was just wondering who can use it because first I thought only captains, but then i've been seeing vice captains use in the last few episodes.
Even Kenpachi seems to be able to use it, but for some reason he only used it once on Ichigo. I guess the rest of the captains.
As for vice captains:
Seems able to:
Nanao
Yachiru
Matsumoto
Seems unable to:
Hinamori
Renji
Tousen's and Komamura's vices
Kaien
I can't think of anyone below vice that can do shunpo though.

Well she moves really fast, so I dunno...I just mean she seems like she would be a likely candidate. Is there anyone else?
Oh yea, I forgot, the 3(1st, 2nd, and 4th squads) who got beat up by Ichigo most likely can't do shunpo.

I think it is simply an advanced techneque not limited to any rank.
for example some of the vice captains and posibly even 3rd seat officers can probably also use bankai. since in most cases a deathgod must have been able to bankai for atleast 10 years before they are considered for captain. Add to that the fact that yoruichi seemes to have trained byakuya in shunpo long before he was a captain.

Every captain level shinigami can use shunpo I guess. Have to agree that in the latest episodes everyone seem to know shunpo, when it was first introduced it was the "ultimate move that only the bad ass characters know!" kind off move :)

I don't recall that being the case... the first time it was introduced wasn't it when Mayuri was using it against Ishida? Then shortly after that we had the Yoruichi/Byakuya thing thta was more like "Ultimate Shunpo-user that no one else can match." type of deal.
When did Matsumoto use Shunpo?

Almost everyone can use flash step. Its part of the movement (hohou) category of Shinigami skills. Given that it IS possible to be deficient in as much as 2 of the 4 categorys (sword skills, movement, kidou, unarmed), as Ikkaku tells, him lacking skill in kidou and unarmed fighting. It is possible that a shinigami might not be able to use flash step. However given that it is the basic abilty in the category (and quite possibly the only abilty) its very unlikely that one could use NO form of flash step. The degree of how far one can flash step and how regularly at that is another point entirely. Yoruitchi became tired after a dozen or so 100/200 meter flash steps, and given that she is the god of flash we have a decent idea of what that means. Given that Shunsui could make flash steps miles long (one leap) at least twice with no sign of fatigue shows another level of flash step.
So there you go, the average shinigami migh only be able to make 10 or 20 meter falsh steps and not too many, but unless one is absolutely deficient in that area they should be able to make at least A flash step, never mind how far or how often.
It should be also noted that the Senka move, Byakuya's favorite, is a combination of sword skills and flash step. Not a specific flash move.

actually Yoruichi said she became tired afteronly about 200 flash steps, not a dozen 200m flash steps. Yoru for president :P

Well she seemed to regained her power pretty quickly by the time Soi Fong came around to fight her

In general, all Shinigami are capable of using Shunpo...it doesn't mean that they all do. The Captains all, on some level or another, have probably mastered said technique (yes, it's a technique! - i.e. it takes time to perfect; it isn't a natural attribute of a Shinigami). But, as shrimpus pointed out, there are a variety of Shunpo, one could say. Yoruichi-sama is the Goddess of Flash because she is able to maximize on using the general attributes that make up Shunpo, much like Byakuya can.

Tousen + Komamura's vices did a little something something in episode 39 (16:10). I'm pretty sure that they appeared using Shunpo.

Well, before we found out about Yoruichi's title as teh1337ShunpoLOL, Byakuya's skills on utilizing Shunpo were foremost within the Gotei 13. After much training on both Ichigo and Renji's parts, they were able to keep up with said Captain's abilities. Err, although I'm not sure how you deduced that Renji's Shunpo = Byakuya's Shunpo? :huh

The way I figure all captains can use it to a degree. Byakuya is one of the better users of it. The moves to over powered, for not al captains to have it to some degree.
Also Yachiru has everything because her cuteness surpass all logic. Yachiru>>>>>>>>>>>>>> the 13 gotei captains and 1 trillion menos grandes.

Ishida is below Captain? Just becuase he's not Ichigo he's underestimated.... but he did use a "Quincy version" of Shyunpo,
