Most people use Adobe ImageReady.
I always used a combination of VirtualDub, Photoshop, and Ulead GIF Animator 5.

I haven't reloaded Photoshop on my computer yet, so I'm rather limited with what I can do. However, if you want to change most image files to a .gif file, I find that Irfan View ( http://www.irfanview.com/ ) does wonderfully. It doesn't have any real ability to "edit" the picture itself, but it converts picture files from one format to another rather nicely. I use this program for reading the new chapters of Naruto simply because its small number of toolbars gives me a lot more real estate to deal with. Note: It works differently than Windows does when reading files in order. So "file2.jpg" will come after "file11.jpg" if you're scanning through the files with the program itself. This is easily corrected by making the first file into "file02.jpg" by adding a zero.
For making animated GIFs, unFREEZe ( http://www.whitsoftdev.com/unfreez/ ) does it for free. Just drag and drop the frames in order and set how fast you want it to go. It takes a few to figure out a good frame speed. You don't even really "install" that program since you only need to unzip the program to use it. The program is small in terms of file size, too, so you won't waste any diskspace with it. And if you want one frame to last longer than the others, then simply add in multiple copies of that frame. I've never tried that myself, but theoretically it should work. You might have to rename that frame a few times, but it should work right in the end.
Also, if you're screencapping from AVIs, Windows Media Player has a little known shortcut, "ctrl + i", that can take screencaps of them. It saves them as "file.JPG" in a set folder and lets you name them as you go, so if you're trying to take many screencaps of one scene, it might be hard for you to do. Irfanview does have an "extract all frames" option that can be used for that, but you might want to cut the animation to the part you want. Then you can cycle through the frames after extracting them to make sure the animation looks the way you want it. Some AVIs have crap-frames that you'll want to edit out.
Hope that helps!
I am very lazy to download new programs since I am still downloading all bleach episodes. Since adobe phototshop comes with image ready, I just use imageready. Just convert all the layers into animation and u will have your own GIF.

That was what I was going for, when I made it :laugh
Gifs used to confused me until I cam across an easy to understand tutorial here, and I decided maybe I could make one that was a bit more user-friendly. Sure it doesn't go into too much detail, but it gives you the basics and from there you learn the little tricks and trades of the art along the way. Heck I just learned a few days ago, how to fade in and out of pictures...*use tween button in Image ready* :rofl

I appreciate you posting this, this has helped me out a great deal. I downloaded the UnFREEZe & Irfanview Files and they are so incrediably small files, you barely totice there being downloaded. I'm using dial-up connection on my PC and they downloaded as fast as they would on a broadband connection so you ovbiously know there small. ANyways, I just wanted to say thanks and to prove how easy it is to use, I threw together a couplke of old badges that I found on an old forum of mine, I just wanted to show that it is very easy to use and I highly recommend it...
This is the small .gif I threw together to show.

Thanks! :p
