With the terms used on the tut, it looks like you have to use PS (any version, I guess) to make a banner with the same style.

Nice outcome, by the way. ^__^ You might want to get rid of some of the scanlines over the stock. =P

sorry for being such a newb but how do you get the brush to be bluish?
i just got photoshop 7 and its way different from GIMP

the brush is black
he created a new layer that is from layer-new adjustment layers-color balance and chose a blue color to turn the black brush bluish
