Kiri most likely lost control of either the jinchuuriki or the bijuu in between sealings. As a result it broke free and sought out its preferred stomping grounds.

Maybe Orochimarus plan to make that flower loving hippie kid into a Jinchuuriki works out, the three tailed Jinchuuriki kinda looks like the kid who has the ability to surpress it.. the scar under his eye could be a feature left behind by the Sanbi, kinda like Narutos whiskers.

They could have based his appearance off of that picture, I suppose, a relative or something who would have some affinity with the Sanbi.

Why the speculation?

Is it too much coincedence that there has been reference to the child controlling the Sanbi, reference to Orochimaru attempting to make his own Jinchuuriki out of that same child, and the fact that Kishis manga drawing and the anime filler child i'm referring to look so much alike?

But no.. It's most likely that the turtle hid in the guys pocket and then he pretended to be a Jinchuuriki cos he watched a kewl Naruto episode once.
