Why does Ali Al Saachez work for the Innovators? Doesn't he want war and conflicts to continue? Doesn't he enjoy them? By working for Ribbons, he is helping wars to end by uniting the world right?

Or maybe he is like Charles from Code Geass...? He accepts that war and conflict is the reality of the world and enjoys them. However, he wishes to end it?
