Will Ukita make the move on Kisara? She knows he likes her. Takeda knows he likes her. Kenichi knows he likes her. Freya knows he likes her.

So when is he going to make his move?

I'd say trying to draw her attention to him winning that sport event during the sport festival an attempt at making a move and the fact that she was chearing for him in another event suggests he's wooing her despite no overt attempts

Kisara seems to like him, and she knows he likes her, but she seems to be somewhat hard to get, and he's not trying hard enough. He just has to try a little harder, but that isnt really his style. I think if anything's gunna happen, it'll be after he gets stronger, which he's sure to do. he'll probably still be near the bottem, but still, he'll get stronger.. I think.
