Shuradou Pain isn't a robot. He's a human that is modifying itself with some kind of jutsu. Recall when he shot the missile at Fatty a couple of chapters back? He didn't open up some hole and fire a missile, instead some of his machinery transformed into something organic and then turned into a missile. Same thing when he first blasted Konoha with rockets. Part of the insides of his arm turned into a mass of missiles.

Essential rule of shounen character abilities: If you can be blown to pieces and live through it, then you WILL.

Because the only point of having a special ability is to show it to the readers. If you have an ability that isn't shown then it's pointless for the story. Thus anyone who has, for example, an immunity to drowning will be shown submerged in water at some point. Anyone who's immune to piercing damage will be shown with spears through their chest, and anyone who can survive getting beheaded WILL be shown getting beheaded :D
