if so I think that Renji would win because Byakuya 16 doesn't have any combat experience or little one and Renji would win with difficulty

Renji can react to current Byakuya's shunpo he'd easily see through young Byakuya's inferior shunpo skills. Renji wins easily at that

What was so impressive about young Byakuya's shunpo he wasn't holding a candle to Yoruichi so all we actually got was the fact that he can do it and he thinks he's really good at it but we've got no feats and logically he must be slower than he is currently.

Chibikuya may be faster than a 20% renji, but we have no ideal about his combat ability.
and since he wasn't even seated at the time I would guess renji has the better combat ability and overall skill and would probably win

It doesn't matter if he's faster or not because Renji at 20% could percieve current Byakuya's movements he'll see right through everything Chibikuya does

Chibi-Byakuya was still proficient at using shunpo, and knew at least some techniques with shunpo. Since Yoruichi taught him the techniques when he was young. Chibi-Byakuya easily blitz Renji.
