Wait, you're not using Dial-up internet, right? if not, then do these steps for bittorrent.

1. Download and install a bittorrent client. I use one called Bittornado (http://www.bittornado.com)

2. Now find and download a .torrent like Naruto or something. Remembering where you saved it to (like on your Desktop or something)... double-click the file and it'll bring up the bittorrent client. It'll ask you where to save the file... so find a place to save it to.
Then the torrent will start downloading.

Now I'm probably sure you'll need to fine-tune the client with like port-forwarding and stuff... but lets do that afterwards.

Yeah... basically... if youre using a router, you can use port-forwarding to open up a port for better speeds on BT. You can follow that stickied tutorial in the Tech Department forum that tells you how to increase speeds with Azureus. It may be specifically for Azureus but its pretty much the same concept with any client (except the original).

Yeah, using Bittornado or Azureus is kinda useless unless you know what to do with it. If you do port forwarding.... in most cases, your speed will really increase. I download things between a average range of 100-300 kb/s.... once I even got to 600 kb/s when downloading a naruto episode.
