I have a preference for Gaara, although I don't like him anywhere nearly as much as a lot of other characters. I do appreciate that both did manage to change. But the reason I like Gaara more is mostly a matter of seeing more clearly that he really does wish to protect the people who once use to shun him.

Gaara's change from the bloodthirsty monster who loved and cared only himself he was in the Chuunin Exams to the Kazekage who would rather die than let his village be damaged was amazing, and Neji's... whilst similar in terms of an about-face from bad to good, is just on a much smaller scale.

Both Gaara and Neji are characters I like almost exclusively for their abilities, though in terms of both personality and appealing techniques Sabaku no Gaara is my choice. The transition that was made, multiple times, for his character makes him both someone who a reader will have sympathy for during his younger years, and fear in his later. Rather interesting how one can alter themselves so significantly while retaining the same overall quality.

Neji is bad ass, his Byuakugan is for me the most useful ninja tool in the manga. Gaara is cool but he's a lazy ninja, he just stands there and lets all the sand do the work.
