Wow, I'm against quite the hax speed monster. Perhaps Apoo was trying to show me how much work is going to need to be done.
1. Strategy.
My characters can fly, his cannot. As such, I have the agility in the air. I will fly above him and avoid any and all attacks coming my way. Remember, just because his character is fast, his ranged attacks won't be any different. The plan is to watch him and with character 2's Chopper's mind, I'll analyse the enemy for weak points. Chopper knows very well the damage gears 2 and 3 do to Luffy and so if the enemy goes gear 2 and 3, we'll take to the skies to wait it out.
As for my attack, once I figure out what the most of the enemies powers are, character 2 will use rumble ball and go to strength point. Character 2 will swoop down on his character and use a flame emperor and other fire attack. I hope to distract his character and if possible match him for strength. Afterall, I have a merman giant in strength point. If I can grapple the enemy, I can hold him down with my strength. That is the aim of the game. I need to keep the enemy still or create an opening with character 2 so that my default character can diable jambe with the seastone skates to achieve victory.

Strategy:
The strategy that I will employ is simple: pure blitz.
Without even giving the enemy a chance to react or scan my abilities I will have my character go Diable Jambe and half-Leopard form. He will then stack Gears 2 + 3 (Lucci's mind means he knows how this works perfectly).
After this, he propels himself at max speed using Soru if the opponent is on the ground or a combination of Kilo Kilo and Bane Bane (Bellamy's Fruit) if the enemy has taken flight with a flying Zoan.
He then creates a giant Gear 3 leg (same one with Diable Jambe activated) and OHKOs anything that moves.
Remember that my character is already a Giant, so Gear 3 will increase the size to city crushing abilities. Speed is no problem since I am using Gear 2 + Soru in tandem. And Diable Jambe just to add to devastation.
Also, I have Ace's logia to counter mass AoE attacks that may be dropped if the opponent has a logia (though it wouldn't do much good vs Sand and Lightning, but vs Ice and Fire logias it should do just fine).

What I tried to pull off with my character is buying enough to cover all bases:
-The body is rubber so I circumvented "weakness" to swords with Bara Bara.
-Lucci's mind means he already understands how Gears operate and can activate them immediately.
-Gear 3 gives the arm of a Giant to a regular sized man (Luffy) so it would give an arm that could destroy an entire city in one-shot to a giant.
-I've also given the Leopard to Lucci to increase speed and strength, along with top tier Soru speed.
-I think the two cheapest Devil Fruits are also two of the most haxxed for a giant's body; Kilo Kilo and Bellamy's spring Fruit. These will allow my giant to get around the lack of flight and an attack from the sky by using Kilo Kilo to drop to 1kg, Bellamy's to allow him to jump super-high and super-fast to the enemy (1kg weight will move incredibly quickly) and then just before impact increase to max weight for full-on impact.

Devil Fruits for sure have to be limited.

trueness. But we should have about 10 or so more practice matches ( seems like a lot but is necessary) so we can determine which fruits are too cheap, which are good and maybe need a point drop/raise, should skill X or Item X be deleted or have a point raise or drop, etc.
I personally think the suke suke no mi ( invisible fruit ) is a bit too cheap. Because someone could just choose gomu gomu no mi with gear 2 and 3 and the invisible fruit and simply win via "invisible speedblitz" lots of the time. so its almost as bad as the doa doa fruit.

a giant with Gear 3 can probably cover the length of that street in 1 step. Apoo's team rapes.
