Honestly, I really would say Deidara.
I mean it's true that since I'm a Deitard I notice Deidara fanart and fanfics more than the stuff on the other members because I just look for Deidara stuff most of the time(I really never read fanfics though...very rarely). So I don't always know how much other characters are taken OOC but definitly Deidara sure is very often from what I've seen.
He's portrayed so differently in much of the fandom than how he actually is. He seems to act totally different in fandom. A lot of times he's made to be more girly and submissive among other things when he acts the total opposite in canon.
Sometimes I feel that he's taken out of character so very much in fandom that fans start to forget what Deidara is really like. They see him so much as the Deidara that's portrayed in fandom.
It's fine for them to do that of course, there are lots of different kinds of fans and they all still love Deidara. :P I don't hate on what other fans do. I don't hate on them.
Although personally I like Deidara the best the way he is in the series itself and one reason why I don't read fanfics is because of how OOC he is in a lot of them(which ends up making me feel like I'm reading about a totally different person and not Deidara). The fanarts I still save although my fav fanarts are definitly ones that don't make him seem OOC.

I would have to say Itachi, I've read loads of fanfics where people have given him the same personality as Sesshomaru.
Sasori, then Deidara and Itachi.

Yeah, Sasori is definitly taken OOC a ton too. So he would be my 2nd choice here.
Itachi, sincehis true intentions have just been revealed recently, and it was a surprise to all of us. He's written to be, like, malicious in fanfiction, but he really is not.

Itachi...he was so heavily introverted it seems hard for a lot of people to write him. On the other hand its rather open...he's withdrawn so no one actually knows very well what's going on inside his head. I'd say its hard to be "wrong" because of that, but somehow I still feel they overlook some very basic Itachi-things. Both before and after Madara's revelation.
I haven't read many Dei fics, but the few I did I thought it wasn't too bad...even in the case that its a comical/lighthearted fic. Though I have read some that portray him with a very womanly persona; I found that rather off the mark and stupid.
Kisame also. It drives me fucking nuts when he's written as soppy sweet in yaoi(though this bugs me with most Aka members) and just in general I think people lose the badass aura he has in the anime/manga, most of the time.

There's lots of fics written pre-revelation that portray him as good or ambigous-- either giving him human sentiments for whoever he's paired with and/or explaining the massacre in ways similar to how Kishimoto just did(or more commonly writting AU's in which it didn't happen).

Most in-character: Tobi pre-revelation, people are good at writing goofy things.
Least in-character: All of them. What each person says depends heavily on which character they focus on. I, obviously, would say someone like Sasori, since I like him and so read more things on him. From that perspective, either people write him as too wishful or too cold. This comes from how I view his character, of course.

Itachi probably. It's really hard to write a story and keep him in character. It's why most people write Itachi stories, so they can practice keeping a character in Character. If you master Itachi, you master the 'IC arts' :P
And probably Sasuke. In some fanfics I've read (Straight or yaoi), he suddenly comes back, he has hormones, and he either tries to get Naruto or Sakura. I mean wtf? :pek Who is he and what has he done with Sasuke? :huh

Itachi is OOC most often in the fandom in my opinion and it is usualy with Sasuke or Naruto.

This question is difficult to answer. Not so much because there are one or two characters who have nearly equal levels of poor fandom portrayal, but because pretty much every single member of the Akatsuki gets portrayed out of character more often than not (whether it’s due to the fan’s own misconceptions/inclinations, love of crack or limited canon knowledge at the time). But, if I had to opt for just one who gets the short end of the fanwork stick, then it would probably be Deidara.
Similar to the OP, I’ve seen Dei portrayed as effeminate, submissive, flamboyant, sexually promiscuous, a depressive cutter (DX), etc. etc. At times, it seems like the only thing that tells you it’s Deidara is the fact that they occasionally throw the word “un” at the end of a sentence (in fanfiction) or pictures of him will include the mouth hands (can’t say the long blond hair and blue eyes, as I’ve seen some artists who make it impossible to tell whether it’s Deidara or Ino due to their style as opposed to a purposeful comparison).
This isn’t to say that there aren’t any fanworks which portray Dei in-character, but there just seems to be a high percentage of OOC even relative to the levels seen in the media of other Akatsuki members. And, this also isn’t to say that a little Dei crack can’t be amusing, but I just generally prefer them to stay true to the characters in the process of making their art or I might as well be reading about/looking at their OC rather than a canon personality.
Also, the high percentage of out of character Deidara fan-products might have something to do with the fact that he seems to have more devoted to him than nearly any other member of the Akatsuki, excluding Itachi.

Itachi. Because for so long, he appeared a certain way, and when his true nature was revealed, I don't think even those who thought he wasn't completely evil knew he was this....sappy...XD Kishimoto eliminated every ounce of darkness from the character, which is a bit sad I think. I always thought Itachi wasn't evil, but I've had liked a little darkness to stay, a little something that didn't turn him totally into a pacifistic sacrificial lamb.
And Kishimoto added in things to Itachi's youth that no one ever suspected (you know what I mean, Kyasurin....) because there was certainly no hint of it whatsoever, his age didn't seem to fit it, and his own comments about himself and his father's comments about him didn't fit with it.
Basically, what Kishimoto did with Itachi was say "everything I showed you about him before was a lie", and he rewrote him.
So in fanfic from the past, he's going to be ooc because the canon Itachi was apparently ooc until "the truth" was revealed.:notrust

True. They can be funny sometimes and I tend to save all fanarts of Deidara that I find, even the OOC ones. :lmao
I mean fans are fans and I still love that they like Deidara too, even though some of them take him really OOC.
It's just that my favourite ones are the ones that keep him in-character. My fav fanarts of him are the ones that seem true to who he is. I think that most of the fanarts I pick to use in my sigs and avatars tend to be ones like that....because they are my favs. ^^; I love Deidara the way he is and I personally don't want to change him. I don't have a problem with other fans doing it though because I mean, we're all fans and it's fine. I just love him how he is in reality and I wouldn't change Deidara for the world.
You know, I guess overall villain characters are taken more OOC than any other kinds of characters in various series.
At least to me it happens the most to Deidara in this series although I am aware that that's partially because I pay more attention to Deidara stuff than the others. :P I still definitly think he's taken OOC more often than the others though.

I haven't read many Deidara fics either, mostly because I know they're OOC. XD
I still save all the fanart though. I can't help but save all Deidara fanarts.

I agree with this. I've almost never seen an Akatsuki actually "in character" in any fanfiction and I think one of the worst is actually seeing Hidan's attitude very supremely over-exaggerated. I've seen so many fics with him cursing, quite literally, every other word - people take it to the extremes. They also make him much more sadistic.

The problem with OOCness in fanfiction is this: we're not Masashi Kishimoto. Since we did not create the characters we write about, it is often difficult to know exactly how the character will react to certain events. It's even more difficult when considering pairings of any kind.
I would have to say, though, that Deidara is the most popular victim. Probably because he has the most "excuses." Gender confusion, nifty hand-mouths, and "un"s being some examples.
