YES. Prismacolor is the best out there I think: they have the best quality wax/whatever's inside the pencil. And yeah it does break, but you just have to lighten up on the colouring and it'll be good. There expensive as hell though. So just be sure you really want them if you buy them.

For ordinary Pencils, it all just matters how you draw. For me, I can work with .3 mechanical pencils, to ordinary crappy pencils, to the super thick and chunky pencils - .7 to .5 mechanical pencils are the best though if you want to draw manga.

I suggest the Col-Erase pencils. They're generally used more by animators, but they function well as colored pencils you can erase.

I prefer bruynzeel, but unfortunatly I'm not certain if they are sold outside of the netherlands.

As for normal pencils it depends on what type of paper you use.

For an example, if you want to ink your work, bristol board is a great type of paper to use, but needs pencils of a softer grade(B, B2, B3 etc.)

But if you want to keep your work in the pencil direction it's best to look for woodfree/acidfree paper with a bit of grain, as it's easier to colour on. Also, you can use HB/F pencils on here easily.
