Agreed. Not too broken, but still capable of influencing the plot, and, amusingly enough, despite having one of the strongest Stands ever, he often struggled in his fights against Stands that weren't exactly awe-inspiring in their powers (Boyz II Men has a ridiculous set-up in order to steal the power of others, and Cheap Trick can really only talk as long as you don't let anyone look at your back).
