So after watching the sub, its out by the way, I think I have a pretty decent idea of what his Geass power is as well as its capabilities and weaknesses.
Power - Brain freeze. Srsly. He doesn't stop time. He stops their brains within the radius of his power. Signals are halted. Time moves normally but because signals within their mind are halted, anything they see isn't noticed, muscles don't go limp because they are still clenched from past signals, just everyone is for the duration of the time he is using it are statues.
Proofs:
1) Mecha can't move if time is really stopped
2) The water in episode 3 is still moving normally as well as light, you can tell in the background.
Limits:
He obviously has a radius limit. As to what it is, one can't entirely be sure. It at least is 100-200 feet as that is about the distances of the mechs he destroyed in episode 1.
He also has a time limit of which it can be used. It would take within five to ten seconds for him to get over to do his attacks in both the mech battle as well as if he ran over to stab that guy in episode 3. There is a maximum time he can use it and a time he must wait in between uses. Otherwise he could have wiped out all of the other mechs in one or two simultaneous uses. My rough estimate would be that he can use it for 5 seconds, 150 m. radius, 1 minute recharge time.
Weakness: He's obviously weak to any attack outside the radii and is best suited for close combat. If it takes longer for him to reach them than he can hold their minds, advantage them. Though he could always to use that for surprise, I'm in your face. If you survive the initial attack, the recharge time is when you can best defeat him. As with Mao, sniper fire is the best way to properly deal with him. Though you wouldn't have to be as far.
Good analysis Sunnyman, after watching the episode, i also wasn't really sure of Rollo's Geass anymore, this seems like the most logical explanation.

Yeah, it sounds about right. We'll probably get more detailed info about it in the future.

Yeah, you definitely have a good point with the water part.
Gotta agree.

Yeah, it doesn't make sense that it would be time stop. Given the theme of all the other Geasses is the mind. Good analysis, I completely agree!

Yep the water disproves time-stop, but I still don't agree that they just freeze in place because their "signals" are locked. I think there must be a third explanation.

Well if you are in mid fall and he uses it, they still fall. Lelouch proves that. (which leads me to think that Rollo believed his geass was actual time stopping)
However the muscles freeze if they are in the same signal at that time. Notice Viletta, she was leaning on the rail, her muscles would have locked into place. Lelouch's arm was holding a gun up so the muscles would have stayed clenched like that.
Bodies wouldn't just go limp.
They probably purposely put the water flow there to show us the nature of his ability.
Good analysis.

Well I figured it out after watching it live. I hadn't even noticed the water until this morning with the sub, that just confirmed my theory completely.

Points against :
A. Urabe . A Mind stop would not have stopped an explosion .
B. Vil's hair and ribbon . As the wave was passing it started to swing then froze mid swing then completed the swing when released .
My theory not time stop but haste for himself and what he decides to effect in a limited radius bubble .
A Mind stop would not have stopped an explosion .
Who says it was his Geass? Maybe the Vincent has hardened resistance? Or Rollo just had plot-shield? :zaru

It was cut by Urabe's sword which has less force than the blast yet suddenly it was 10 meters to the right of the blast with only the cut as damage . It wasn't even smoking from the heat if it just tanked it .

Sword Designed to Pierce Armor > Explosion
The sword has way much more force then the explosion due to the fact it is a sharpened point meaning more pressure is applied to a smaller surface, is superheated, and is a freaking sword. A bunker can easily survive any large explosion; however a drill is easily able to pierce said bunker. So no evidence that the Lancelot prototype can't survive an explosion to the face.

When he first used it, I rewinded to check the water flow. Apparently, I'm not the only one that is thinks its just mental freeze.

Actually if you look at the scene with Viletta her hair didn't stop swinging till after she stopped moving and it didn't move again until after she started moving. Dunno about the Urabe thing though.

i came up with the same conclusion even before i saw Episode 3. but still thinking about the explosio and especially about lulus reaction after the explosion. he seemed rather surprised the vincent diddent get a scratch. even tho he should be aware of its power. since he fought a few times against the lancelot. maybe thats it maybe there is something else. there are a few flaws

Possible explanation against the explosion:
Well he could have stopped right before Urabe pressed the trigger, allowing him to escape. After the "timestop", Urabe presses the trigger, and doesn't even notice that Rolo isn't there since it all happens in a instant for Urabe and Co
It's only an hypothesis, but it explains it

Yeah, thats likely it, he got hit with the stab but he got out of there before the explosion.
And because it was during his recharge time, when the building's bomb went off, he wasn't able to go after him.

I guess that was for dramatic effect lol
Yet it's still canon material and we can't really claim that didn't happen, lol

anywas i think its the strongest geass power up till now. it has an 360 degree area of effect and it has no use restrictions in Addition you need no eye contact. with a nightmare like the vincent rolo seems so overpowered. he prolly is a killing machine:p

Rolo Geass completely make Lulu and Charles's Geass look like toddler in the comparism.
Isnt this ironic? Rollo actually felt that Lulu is an abomination that shouldnt exist because he have devil eye...
There surely are flaws yet to be revealed.
I'd still say Lulu's geass has way better use on a long-term scale.
Goodfellow

Yeah, not to mention that with Lulu's geass he could just force anyone to work for him. Including other Geass users. It's the king of Geasses in my opinion:nod
(if it weren't for the damn monologuing! It's killing you Lulu:argh)
What's really annoying is the "brain synapse change" animation everytime Lulu uses his geass. What is this? Sailormoon?

Could be worse. At least it's just like one or two seconds, and it does not involve any dancing choreography. Better learn to live with it, because it's not going away:zaru

Just wondering..How many member of the Secret Agent actually know about the Geass?
Rolo just killed some agent during Villeta conversation because he feared that they might overheard anything about Geass but then, isnt that Villeta mentioned about something about "Lulu Geass and an opening" in front of other agent in the meeting room...why are they still alive?

Rolo was quite angry in that scene, and he has clearly anger management problems
I bet they are all dead :zaru

Idea to why the Vincent was unharmed from the explotion: It´s another model of Lancelot, no? That probably means that it has the same enery shield that Lancelot has (the green one). If Rolo was able to activate it before the explotion the Vincen should be unharmed.
Also, vilettas hair moved a little after she was frozen and then stopped, if Viletta wasen´t moving her hair should not move.
My two cents.

maybe the effect only applies to humans
so the water may still flow but time halts for humans
they cant move so in a sense its time freeze
and about hte moving
hiro also moves when he halts time

meh I didn't even think Rolo was using geass in that fight. I figured his mecha was just faster. Like how in season 1 Lancelot speedblitzed pretty much everyone all the time.

Just re-watched part of episode 1. Scene where Lelouche is "stolen" from Kallen by Rollo, there's an interresting image of the locket shown there (swinging motion). Plus in episode 3 Rollo is very protective of it. I wonder if locket is somehow involved as well? Furthermore, that is the only time we've seen someone get "stunned" from his Geass (assuming that he used it there, but I think that's a safe one to make).
And going further into that episode... does Rollo use his Geass as Lelouch is falling? If so then that raises some interesting points. Lelouch kept falling despite the Geass. And why did Rollo bother trying to use it in the first place? This suggests perhaps that his geass is very newly aquired and he doesn't know all its limitations yet.
I think surviving those explosions in episode 2 does not prove anything about his geass. Kallen's Gurren (it's arm, to be more accurate) survived dozens of point-blank explosions. Why shouldn't the Vincent be capable of that as well?
What bothers me is certain little details about their fight against the Vincent near the end. Urabe and Kallen charged at him before he vanished. If he didn't stop time, what was stopping them from smashing straight into the wall? Maybe they just slammed on the brakes in time? Lelouch fires at the Vincent, it vanishes again, and Urabe intervenes in time. You'd think Urabe was already charging towards Lelouch at that time, and his Knightmare would have kept moving while under the effect of the geass. You'd think he would have noticed a sudden change in his position like that, maybe?
For these reasons, I'd put the OPs theory as being the strongest so far, but still on shaky ground. I'm fairly confident that there'll be one more twist with regards to Rollo's geass. I have a slight suspicion that the locket is involved, but beyond that I have no clue.
