Hmm, Wikipedia says this about Li Xingke: " Son of a low-ranked Chinese officer, Li climbed his way through into the Chinese Federation command and wishes to transform it, believing it is in need of change, by planning a coup." If that is true, then my guess is that Zero is going to win his support by offering to help him make such a coup, which would put Tianzi (the empress) in power of the chinese federation, and she'd be likely enoguh to give her support to Zero...
