When I first saw it, I thought that was dramatic effect. But do you guys think that might have been Rollo using his time dilation power?

Wow, nice observation. That does indeed look like a time stop, though Rollo couldn't reach far enough. The red glow is probably for its association with Geass.

And the near miss appears again in Lelouch's vision when C.C. kisses him! Just as she was talking about how he has the power (of Geass) within him.
