Kurono is dead, the reason there were 2 Kishimoto's was that she failed to kill herself, Gantz misunderstood and made a copy of her. While Kurono was hit by a train, his head flew away, i think that's pretty much a certain death :zaru
Now, Oka Hachirou is someone who really appreciates the thrills Gantz offers, if it wasn't for that, he could have never even come this far.
Now let's think who else could be like this... someone whose original body survived...

Also, this can explain this sort of "time difference" as Izumi first came into the Gantz room like, what, more than a year ago? Nishi said something about him coming to the Gantz room for a whole year
While the Tokyo guys were busy with their weaker aliens, Gantz gave the Osaka pros some really tough enemies and worked them hard and so they gained a lot of points during the time
