Why is it that several character have no last name?

I guess they are really just characters who haven't really had any sort of family introduced, so it's really unimportant. Plus last names are really hard to think up, and it adds to the badassness of the characters anyway.

Though perhaps the reasoning for the other characters listed is possibly due to the fact that they may possess certain connections to future characters. Or potentially characters already introduced, yet never elaborated upon.

The Sannin are named after characters in Japanese folklore, so whether they have a family name or not is not really that important.

The rest of the nins that you have mentioned (exception to Ten Ten) are foreign nins. It could be the practice of foreign ninja village not to have clan name, or that the ninjas do not come from an established clan that warrants a name.

If I didn't remember wrongly, those in the lower social classes in ancient Japan did not have the honor of having family names.

Would it have changed anything if we knew their last names? Regardless if we knew their last names or not, the most we can find out about them is the clan or even the village they orginally came from. I don't even think Kishi will ever take the time to even go over each character and try to give them a suitable last name. As long as we know their first name then it's good enough for me. And besides some of them are just aliases and aren't their real names at all, while others are just references from other famous works like Orochimaru, Tsunade, and Jiraiya which don't really need a last name to begin with. Naruto isn't the only one with characters who have non-existant last names, so it's not something new.

Honestly, it's hard to come up with last names. They have to sound good with the first name, and since it's all the rage to find out what characters' names mean, it has to fit the character as well.

Actually we can not make the assumption about Tsuande's last name being Senju yet because we don't know which grandfather it is. We know that Tsuande's grandfather was Shodai, but what if it was from her mom's side. Therefore this is not valid.

As for the other characters, they are minor or not important enough background wise to have last names. There are a lot of characters in Naruto and to name them all with meanings and such is hard work. If they are not stated in the databooks or the manga, then most likely they will not be revealed in the future.

1. Only people who are born from clans have last names; or
