Neji, with his added range of byakugan to see all of haku's motions, he could possibly kaiten from the ice mirrors depending how big the kaiten bubble is.

I think I'll go with Haku. Since, Neji has the byakugan and not the Sharingan, he can only see Haku but not totally follow Haku's movement. And, Haku will use his Demon Ice something technique, eventually, Neji will run out of chakra doing his Kaiten over and over again

Hinata's situation is different. Since he can't connect his chakra on anything to hurt Haku. Haku uses needles and it kill Neji slowly.

Haku may be too fast for Neji to see, incredible as it may seem. The sharingan gives its user (especially Sasuke) the ability to see action in slow motion, or rather to see where someone will attack. Though he didn't have the sharingan when he fought Haku and kept up with him, he did need to develop the sharingan to even see him before he could deduce a pattern. The byakugan has the ability to see every chakra point on a person and every spider in a swarm coming down on you, but those aren't fast moving targets. When it comes to seeing actual action, the byakugan doesn't seem to give a big advantage.

Neji's spin move could bring Haku down from his mirror attack, but Neji would need to immediately spring on him and finish him off before Haku continued his mirror attack. Neji can't break the mirrors (obviously stronger as Haku progresses), so his only chance is to capture Haku in mid-attack. I don't think Neji's eyes will give him a large advantage in that task, and I don't think he'll be able to do his cyclone constantly enough to bring down Haku.

Haku has speed equivalent to Lee's without weights, and it'll only get faster as he grows. Also, it's unfair to think Haku wouldn't have a wide assortment of jutsu after a few years to use in conjunction with his ice mirrors.

Haku started off with regular taijutsu when he fought Sasuke, and gradually started using his Hyoton until he realized that he couldn't beat him without the Ice Mirrors.

I don't see why he'd use his trump card as a first resort here, and he'd probably last a good three seconds against Neji in a taijutsu confrontation before taking either a near-fatal Jyuuken to the chest or having his tenketsu sealed.

We can estimate Neji's speed through his interaction with Lee. Neji was able to defeat Lee, meaning he was able to actually see Lee move. Sasuke couldn't even parry Lee's attack. This thread has nothing to do with Sasuke, but I'm pointing out that base Sasuke actually punched Haku in the face, Sasuke was faster than Haku outside of the Demonic Ice Mirrors. So Haku being faster than Neji is just fibbing. Outside of the mirrors, Haku has no chance. Inside the mirrors is a situation I am too tired to write out in full.

Neji needs to stop after doing the Kaiten and Haku will notice his blind spot since Haku will keep on firing needles on Neji and will eventually notice that Neji has a blind spot. At that rate, Haku will try to target the blind spot, but because the blind spot has some chakra or something, then Haku will use his speed to attack Neji.

No Haku is not faster than Neji. Neji can match the speed of KNO naruto during the chunnin exam while Haku got pawn pretty badly. And as for the demonic mirror, Neji can easily break with his heavenly spin.

Based from what we see and know about each character, I would have to go with Neji.

I agree that Haku is just to kind. In his fight with Sasuke and Naruto, we haven't really witnessed the full power of Haku or his true strength. Eventhough Haku was taught everything by Zabuza, I doubt that Haku really learned anything from Zabuza. Haku is such a pure kid, the reason he stood by Zabuza's side is mostly to prevent Zabuza from killing anyone needlessly. And since Zabuza teach Haku all his art of killing and Haku doesn't want to kill, I doubt that Haku really taking what Zabuza taught him.

You know what I mean? Haku doesn't want to kill but Zabuza teaches him the art of killing. All of Zabuza's techniques are use to kill others brutally, there is a real conflict going on inside Haku. So he really haven't learn anything from Zabuza because he is trying to reject the art of killing.

Haku would be much better serve and we would be able to see his real and full potential if only he is learning under Tsunade. He would be a much better Medical ninja than Sakura could ever hope to become and he would truly realize his bloodline limit and kick a lot of people's ass.
