Higurashi no Naku Koro ni is based on a series visual novel games which started back in 2002 and ended in August 2006 with it's eight and final game.
The game spawned an anime and manga series.
Higurashi no Naku Koro ni takes place during June 1983, in village called Hinamizawa. The main character, Keiichi Maebara, moves to Hinamizawa and befriends his new classmates Rena Ryugu, Mion Sonozaki, Rika Furude, and Satoko Hojo. Keiichi joins their after-school club activities, which consist mostly of card and board games. Hinamizawa appears to be a normal, peaceful, rural village to Keiichi. However, the tranquility abruptly ends after the annual Watanagashi Festival, a celebration to commemorate and give thanks to the local god, Oyashiro-sama. Keiichi learns that for the past four years, one person has been murdered and another has gone missing on the day of the Watanagashi Festival. Keiichi himself soon becomes implicated into the strange events surrounding the Watanagashi Festival and Oyashiro-sama.

Higurashi is based on a doujin game in Japan. The way the anime and game is set up is similiar to a "Choose Your Own Adventure" type of novel. The series and game are broken into 8 different arcs; 4 question arcs and 4 answer arcs. The question arcs sets up the whole story, characters, plot, village and basically makes the watchers and gamers ask questions about what is going on, hence they call it the question arcs. Corresponding to each question arc is an answer arc. These arcs answer the mystery and questions given to you in the question arcs.
The game is divided into a total of eight chapters: four "Question" arcs and four "Answer" arcs. Each chapter keeps the same main characters, but ends in a different way. However, each chapter gives valuable answers, hints, and clues to the previous one, while at the same time bringing forth even more mysteries.
At the end of each arc, the story "resets" and we are given another scenario, kind of like what would happen if this character did this instead of that. Also, each arc gives more information about the village and characters.
Here are the 4 question arcs:
Onikakushi-hen (Eps. 1-4):
This chapter introduces the player to the world of Higurashi no Naku Koro ni. The player is assimilated into the simple rural life of Hinamizawa, the fun and exciting after school club activities, all the while mingling with new friends. However, things take an irreversible turn after the Watanagashi Festival...
This chapter implies that Rena Ryugū is the "villain".
Watanagashi-hen (Eps. 5-8):
By this chapter, the player should have an overall detail of how life in Hinamizawa is like. If Onikakushi-hen was the appetizer, Watanagashi-hen is the start of the main dish. Once again, the turn of events occurs from the end of the Watanagashi Festival... This is the chapter where Shion Sonozaki makes her first appearance.
Mion Sonozaki is portrayed as being the "villain" in this chapter
Tatarigoroshi-hen (Eps. 9-13):
By the time you reach Tatarigoroshi-hen, the player should have several theories in their minds. Whether the player believes in a human culprit at work, something supernatural at hand, or just plain coincidence, it's all up to the player's view. However, this chapter will either solidify or crush that player's theory. Tatarigoroshi-hen is shorter than the previous two chapters, but it is also the most depressing.
This time, the spotlight shines on Satoko Houjou as being the "victim".
Himatsubushi-hen (Eps. 14-15 current arc):
As the player made through the first three chapters, they will have all the pieces of the puzzle at hand. Now it is time to put them together. Himatsubushi-hen is a prequel to the first three chapters. In contrast to the first three chapters, this chapter is shown through the eyes of Akasaka Mamoru. He is a young elite police investigator from Tokyo who came to investigate a kidnapping of a politician's child. Little does he know that he has stepped foot into a village that holds dark secrets...
Focuses mainly on Rika Furude as being the "key part" of the mystery.
Then they have answer arcs that correspond with the question arcs. Anyway, I hope this clears away some confusion. If you are still confused, I suggest you read this article (http://en.wikipedia.org/wiki/Higurashi_no_naku_koro_ni), since it's where I got most of my information.

Here's an interesting post from SomethingAwful.
I noticed some of you discussing "I want to stick with one fansub group the whole way through!" so I think it's worth poking my head back in just a little bit for that.
TL;DR version: don't wait on WinD, because you'll be left waiting for way too long; I work(ed) for WinD, and while their releases are great when you can get them, Hauu is more than good enough to be watching in the interim. Subtitle uniformity throughout a series is nothing to deprive yourself of the show over.
The scoop:
As for me, I pretty much lost all my motivation to help WinD do its releases right around the time I got slammed in this thread for being too "helpful" - rightfully so, but it killed my work ethic. So, I stopped pitching in over there, and that was around the same time they stopped releasing.
But, I'm not saying it was because of me slacking off: it was just a coincidence. At about the same time was when the main translator got sick and WinD's releases were delayed (and I think it was also about then that the nonsense happened with the real-life murder, and so the show itself being delayed pushed the timeline back a bit).
But now, that very same main translator is completely MIA. I wandered back into the staff room kind of bewildered that they hadn't released anything beyond 11 (12 is almost done for those who care). Here is the log of our conversation:

"Skong" is the encoder. No encoding computer, no translator, and (as far as I can tell) no working central leadership, at least not until that guy gets back from his trip to Japan.
The moral of the story is, if you're a WinD-loyal person, I suggest not waiting on them. They are, after all, 5 episodes behind, and this news I got today is not very encouraging. Splurge a little. Sit down and treat yourself to a 5 episode marathon hosted by Hauu. I like WinD's translations just a little bit more (especially when I've had a chance to proofread them), but Hauu's are pretty darn good, and I'm very picky.
The important thing is to know what the characters are saying, not that the subtitles appear in the same format every time you watch an episode. If you've been waiting over a month for WinD, and you're this far behind, I wouldn't wait any longer. It seems the Hinamizawa's Curse that befell WinD (the one I posted about earlier in this thread) is still lingering, and this time it happened while I was around. Another missing person story, and right at Halloween; priceless.
Don't get me wrong, I like WinD - if I didn't like them I wouldn't have worked on their scripts, and despite this continued craziness I still like all those guys. Maybe you fanatics out there will get to enjoy a nice normal release schedule when the DVDs eventually come out (WinD made a nice season 1 DVD release). But if you're not watching Hauu and keeping up with the series, I think you're doing yourself a disservice.

I was hooked on Higurashi after Casey and Friends.
Well, there were indeed cases where people got watching Higurashi because of that notorious parody vid. And for all we know, some of them found themselves kicking their heads after finding out that Higurashi isn't exactly all about the fiestas and the piñatas. :P

lol I wanted to know what the pinatas and fiestas actually were which was why I started watching it after casey and friends, and I'm glad I did. But I wouldn't have minded tacos and sombrero wearing Mr. Delicious in my Casey and Friends.

There are also answer arcs in the first season too, so you shouldn't skip them. ^^
But you should at least watch Tsumihoroboshi-hen (S1, Ep. 22 to 26) if you're going to skip episodes I think. :nod
Himatsubushi-hen (S1, Ep. 14 to 15) is the only place where Akasaka get's character development so it's important too. Also, Rika has some surprises in this chapter. ^^

It's a huge surprise when you figure Rika out, everyone has their own secrets but Rika's is special I think. ^^
That development is probably why she won SaiMoe 2007; beyond her combining the powers of Nanoha's nano~(s) and Suiseiseki's desu~(s) of course. :P
