Not really; water puts fire out. Wind nourishes fire, because fire is basically the energy created from the combustion of air/oxygen. Adding more air/oxygen makes the fire brighter/stronger. That's exactly how forest fires spread--partially because the trees' dry branches and leaves are flammable, and partially because the fire carries on the wind.
