Back in the time of Enterprise through TOS, Klingon warships would have beaten the exploration-oriented Federation. But in the time of TNG on, the Empire is in decline, and its warships are inferior to the increasingly battle-oriented Federation ships.

As of the end of the Dominion War........I am not sure. Both fleets are pretty battered, but the Federation's shipbuilding rate (25 Akira and 15 Defiant - class ships per year) may edge out the Klingons............
