I always wondered where the fuck those 40% went to. I mean, as awesome as he looks, it can't be the stick figure anti spiral or the unchanged art.

Basically when they mean 40% they mean 10% for each episode. I mean there's a very noticeable difference in the art/animation quality in an episode like 26 or 27 than like 9 or something.

we got much better animation in the last 4 episodes, but i think we were expecting too much. The animation was OVA quiality for most of the last ARC, but man they went cheap at the very ending with the backgrounds.

40% or no, it's plainly obvious that the Garlock arc got more attention and work than some other episodes.
