Speed blitz aside, Orochimaru is a high level ninja. There is a huge chance that any traps Joker leaves for him are going to be discovered and either defused or avoided all together while Orochimaru sneaks in and kills him. Joker's 1 hour of prep time actually lowers his chances because they would only serve to give him a false sense of security.

EDIT: seriously, a better match-up would be Orochimaru vs. The Goddamed Batman.

Ok, it's not really clear who is getting the upper hand.
If Joker makes good use of his "Comedic" weapons, he may be able to injure Orochimaru seriously, and if he even uses his lethal Joker Venom, Orochimaru might not even surive.
Not to mention he has heightened sense of self-awareness, like being put into fight with Orochimaru by me... Hehe, last one was a joke...

On the other hand, Orochimaru is much faster than the Joker, and may kill him with a slight of a second (he is a ninja after all).

We know that Orochimaru is quite insane, but Joker's sanity is out of hand that even other villains fear The Joker, just the way he handles his business, right?

Orochimaru is fighting Joker with prep...in Gotham City, which is pretty much Joker's turf. Now if it were to take place on Narutoverse, it would have been a different story. Joker with prep on his own turf is a serious foe. Chances are that Joker probably got Orochimaru DNA (Which shouldn't be too hard with one hour prep), and jokerize Orochimaru. Orochimaru may dodge the gas, but knowing Joker that he would probably fill the entire Gotham City. If Joker get access to his minions such as Harley Quinn ( not a slouch and probably stronger than fifth hokage ), then Joker would take this as Harley Quinn distract Orochimaru while Joker jokerize him and shoot him with one of his big gun.

Number One Reason:
Joker loves to mess around, especially with other "odd" types. he constantly monologues even when he shouldn't and given that Oro is just here to kill him he can strike while Joker rants which he'll do before he sets off the gas, during and after.

Number Two:
Joker is pretty much a normal human physically so he won't be dodging things like kunai easily.

Number Three:
Orochimaru has a variety of ways to assault Joker, he can send snakes in to search the area for him/kill him. Bushin's, summon Manda on him(unless he's dead for this match), turn into a snake and poison Joker, send his tongue after him, or just pop out from underground.

Number Four:
Joker will most likely use the non-lethal version which usually gives the person being effected by it a few seconds of consciousness where they can still operate.
Remember this is Orochimaru pursuing Joker not fighting him in the conventional sense.

He's being pursued it isn't a conventional fight. There's also Joker's personality to take into account occasionally he's a joke and at other times he's a cold blooded murderer with no sense of humor but for the most part he's in the middle.

Batman is always taken down to his opponents level. Plus many people can figth Batman for a "few moves" it also doesn't change the fact that both he and Batman are simple humans.
