This is FE Naruto vs FE Gaara.

Both are in the Chuunin Exam battledome thing.

This is the very first match of the Final Exams. So Naruto hasn't used the Kyuubi chakra yet and Gaara hasn't transformed into Mini-Shukaku.

Who wins?

Naruto's speed was only at the level of Sasuke's/Lee's at the time of the rooftop fight, i.e after he learned Rasengan. The Sand Gourd would be too much for Naruto without the level of speed needed.

At this time, Uzumaki Naruto cannot deal with Gaara's suna no tate, does not have the speed to resist capture by sabaku kyū, and does not have the state of mind to face Gaara evenly at all. His kage bunshin would not be useful. He has yet to develop shihōhappō shuriken, which would not be that effective against this form of Gaara anyway.

If Naruto succeeds in summoning an agreeable Gamabunta, then Gaara stands no chance — he can do nothing in the face of suiton: teppōdama drenching his sand and delivering a massive shockwave, followed by gama dosuzan cutting through his ineffective sand and slicing him in two.

Naruto rapes the shit out of Garra. scenario-Garra nearly kills Naruto thus pushing him to the edge forcing him to summon a large amount of tails from the kyuubi. The in suing battle would leave Garra and most of the leaf village in rubble.

I believe the original poster was not allowing the Kyūbi transformations, and perhaps not even use of the Kyūbi's chakra at all. Certainly, Naruto should not be able to transform to anything more than the first tail state at the very most, as even against Sasuke he never went further in Part I. Presumably he could not transform further with the hakke seal as strong as it still was then.

There is more to it than that. When Gaara lost his suna no tate as he transformed he also became somehow that Naruto could challenge. Everything Naruto did against partially transformed Gaara would have been useless against normal Gaara, especially shihōhappō shuriken. And would Gamabunta really have helped Naruto were it not for Gaara's imminent transformation into Shukaku?

Most importantly, the power of the Kyūbi is disallowed.

Naruto would lose. Remember, he was still scare of Gaara & Sakura wasn't in any danger which cause him to fight that well in the first place. So Gaara would've easily defeat Naruto.

if that is the case.....what you said is what will happen. Pushed into a corner Naruto will summon Gamabunta and what happened in the manga after the chunnin exam between Garra and Naruto will play out in the chunnin arena.

At the Time of the FE the speed rankings were

Naruto = Neji = Gated Lee > Lee without weights > Lee's speed = Sasuke

if you Need Evidence of that then look at VOTE even then Sasuke was not as fast as Naruto +Yang chakra

Because Naruto using Yang Chakra was faster than Sasuke at the end of Part 1

The only way Sasuke coped was by acheiving the 3rd Tomoe which negated the speed advantage

At that point in the Manga it was 1 of naruto's abilities to summon and Control the Yang Chakra

Therefore it should be allowed
