You just used an argument by ignorance logical fallacy.

You've only seen Brock in "kill mode", but you happen to forget that: 1. Brock can't kill Roberta anyway, since he believes that Roberta has information of where Dr. Venture is. 2. You haven't actually seen Roberta in "kill mode" either.

She's a monster in her own version of "kill mode" as well, going so far as to be able to take out an entire bar full of Cartel members out singlehandedly with ease, blowing up the few remaining members with a multitude of grenades, while blowing up the entire bar and somehow surviving the blast... without a scratch, survives getting her car propelled multiple meters in the air and crashing upside down into a store, and gets up within seconds of that crash to chase down a car... on foot.

Roberta, were she a recurring character in Black Lagoon, would easily perform most of the badass feats that Brock does in every episode.
