well, previously her not being a kazekage is because she hated other countries. She would hate to deal with Konoha and other countries as she has no faith in them. But i bet after seeing sakura fight so hard for the sand, she did a complete 180 and might change her views... hence making her a suitable candidate.

As soon as Gaara goes out in about 80 years, it will be Chiyo's turn, making her atleast 200 at the end of her reign as kazekage.
