Bregan D'aerthe vs. Akatsuki

Ok, before voting, read this post:

Scenario: Both Bregan D'aerthe and Akatsuki have relocated to New York City. A populated, modern day, New York City. Both organizations establish a base of operations and set about their goals. For Bregan D'aerthe, they want to dominate and control the city behind the scenes, manipulating city leaders and supplanting all other criminal organizations. For Akatsuki, they want to rule the world starting with New York City. They don't want to destroy the city, but control it in such a manner that the rest of the US doesn't suspect anything.

Both organizations become aware of each other at the same time, though they don't know anything other than the appearance of their rivals. Each decides to take out the other.

Bregan D'aerthe has all resources at the end of Road of the Patriarch, including the Dracolich Urshala. Let's say that Artemis, Jarlaxle, and Athrogate are also with Bregan D'aerthe.

Akatsuki is at full strength at the beginning of Naruto Part II.

I would probably give this to Bregan D'aerthe.

The individual Akatsuki members are a lot stronger than the average soldier in Bregan D'aerthe, but they wouldn't be able to use their flashiest abilities without standing out.

On the other hand this kind of shadow war is Bregan D'aerthe's specialty, and Jarlaxle seems to me to be a much better tactician than anyone in Akatsuki so far. Plus, I swear that guy has a magic item for every situation.

I doubt that, but I'm sure he can hold his own against them, something many other members wouldn't be able to do.

Nope. But Bregan D'aerthe still has... say... 10 wizards capable of throwing down teleports. Maybe a few that can handle a disintegrate as well.

It's a mercenary company composed of drow elves. They're rather good at what they do, since these fuckers live for centuries.

Well, as long as he does it in a manner in which the entirety of NYC isn't drawn into it. Remember, neither side really want the US Army to start gunning for them for terrorist activities.

Is this Bregan and co. given chakra? Akatsuki may have an advantage, if you've read chapter 367. However, my knowledge on Bregan is slim to none. Are they humans? Creatures? Any other features besides being able to manipulate others or whatnot?

We can say spellcasting members have something akin to chakra such that it acts in the same way to those who can detect it. They're mostly elves. Dark elves.

In Road of the Patriarch, when Jarlaxle completes his takeover of the assassin's league, Kimmuriel was scrambling the archmage's motor functions before he could speak the syllables for his spells. They said something along the lines of "as fast as you are with your words, Kimmuriel is faster with his mind".

Yeah, I'm sure he could take many of them at once, but if he were that good...

Plus, he can throw up psionic portals, and has no need for prep-time to study spells. Along with that comes the ability to mindscry for any target he wants, with virtually no way of protecting against it. Hell, he could mindscry someone, open up a portal, and let half of Bregan D'aerthe throw a fireball or shoot some poisoned darts inside (I think he's actually done that before).
