as for potential, i would go with satsui no hadou

The Dark Hadou is nothing more than one’s own power but without conscious holding back. You give into the need and desire to win and will kill anyone to achieve it. Akuma and Ryu are already naturally strong but when tapping into it, they lose all restraint and can tap into more of their power.

The Devil Gene is already a part of a naturally strong bloodline: the Mishimas. Kazuya was 8 when he was chucked off a cliff and survived. AND Heihachi, the only Mishima we know if without the Gene, is also capable of this feat. As well as surviving being blown for miles.

But with the Devil Gene, one is granted even more power. Devil Jin vaped a forest by accident and he merely only has half of the power Kazuya originally had. Jinpachi complicates things. No idea where he got his Devil powers. But the Devil Gene is stated to keeping people alive. Jinpachi himself died but the Gene forced him to live on, giving him the power to hold up a boulder for over 40 years. The Gene enpowered Kazuya to climb up the place he was tossed, refusing to let him die as well.

But my point is, anyone can tap into the Dark Hadou. Not everyone can master it like Akuma but you can tap into it. So the much more selective Devil Gene would prove to be superior as it’s already a part of an extremely powerful bloodline.
