I want to say Amateresu, but the one time we saw it was only limited to a small area so I don't know what the range for it would be. So, I would go with Tsukiyomi with how it wrecks the person it is used on without even having to touch them.

If we go by the manga, I'd say Deidara's self-destruction considering the area it covered and how it even managed to take down Manda, at least he was able to escape Gamabunta and Jiraiya's attack.

I'm voting Amateresu just bc Jiraiya a Sannin was damned surprise that the flames could burn through that toad's stomach summon. It's a chakra exhaustive jutsu and its def a second tier jutsu that you need Sharigan to perform--so that in and of itself should make this jutsu pretty damn elite class wise.

Same for Tsukiyomi but since it doesn't effect the user's, i.e. messing up your eyes, I think Amateresu has a slight advantage.

Two I think stand out.

1. Ameratsu: I think this has the potential to be the most devastating jutsu in the whole series if we see it at it's full power. I mean, a week long fire, infinitely spreading, could devastate the entire ninja world. Not to mention it'd powerful against an opponent.
2. Deidara's self-destruction, an explosion over that far of a distance, in a public place, would wipe out a huge population.

There are more to choose from but I chose the attacks below because of their massive effect on the surrounding area, and on their opponent and user.

1. Fuuton Rasenshuriken - massive internal damage to opponent at the cellular level and similar internal damage to Naruto, only recoverable because of Kyuubi's healing.

2. Tsukuyomi - Mentally massively devastating to opponent and damages Sharingan eyes.

3. Ameratsu - can last 7 days and spread to devastate surrounding area and damages Sharingan eyes.

4. Deidara's self explosion - 10 km surrounding area

5. Naruto in 4 tails+ mode surrounding area and internal damage to Naruto
