Iruka on the otherhand though doesn't mind it.. Why is that? I mean he will get angry and scream, but he still has the nerves to risk it again with a second.. or a third time even.

I wouldn't say that he is rich, being that most of the money from missions goes to the village and the Fire Lord. But being the teacher at the Academy may pay pretty well. Also the only other person we have to compare to is Naruto, only because we have seen him unable to pay for his ramen. Naruto doesn't have a job (assuming he doesn't get paid until he is an adult) and Iruka does. So compared to Naruto, yes, but other than that we have no one else to compare to.

I believe that you have money for things you really want to. I mean, I have a friend whose main hobby is to buy a bag of chep movie DVDs whenever she goes shopping, but she keeps complaining that she doesn't have enough money to call me up once a month. If you pull this matter on Iruka's situation, I think he does not have to be rich to treat Naruto; he just needs his good heart and his love for the boy oh-so-similar to him. He would surely not buy that awesome encyclopedia he was saving money for for months if Naruto asked him to treat him for ramen. That's all.
Nevertheless, I do not think Iruka is rich either. Nor do I believe unless he himself states that his salary is as cool as that of the Anbu members' or other jounins who actually fight. O_O Don't take it offensively, Iruka sensei, I love you the most among all! *hug*
